REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES

The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Strengthening to Support Economic Growth (FISEG) Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes:

  1. Management of the taskforce assigned to the development of SARA.
  2. Leading the taskforce in the design of a structure for SARA.
  3. Leading the taskforce in the creation and implementation of technical Business Process Re- Engineering.
  4. Designing and implementing a change management path leading to SARA.
  5. Providing inputs and an assessment of acceptance issues and challenges in new business processes implementation.
  6. Providing employee recommendations on changes that need be made in DoTC.
  7. Leading the taskforce in rigorous risk assessment and analysis and convey the results to DoTC management.

The Program Implementation Unit (PIU) FISEG of the Ministry of Finance and Planning now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

QUALIFICATIONS:

  1. A master’s degree or its equivalent in management, Project Management or the social sciences.
  2. Additional project management certification is required.
  3. A minimum of 7 years of experience in project management. Successful project management in local government positions is an advantage
  4. Familiarity with IDB project procedures is an advantage.
  5. Proven ability of facilitation and negotiation.
  6. A minimum of 5 years track experience in facilitation for change.
  7. Track record of bringing people and departments together.
  8. Ability to translate theory, and to tailor, implement and embed best practices.
  9. Excellent knowledge and skills of both English and Dutch in reading, writing and speaking.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN- 2350-9 and is open to all eligible bidders as defined in the policies.

A Consultant will be selected in accordance with the “Selection of Individual Consultants” method set out in the Consultant Policies.
